Description of Work: AhtnaSTS provides training aide device support and minor repair services for all U.S. Army owned training aides and MILES equipment to include furnishing all management, supervision, administration, labor, personnel, expertise, tools, organization maintenance, equipment, vehicles and services at the Ft. Richardson, Alaska and Fort Wainwright, Alaska Training Support Centers. In addition, the Fort Richardson TSC operations include a fabrication shop and the fabrication of training aids and targets. Daily operations include: ·Training Support Material Loan and Issue Services Library – receive, warehouse, store, issue, loan, receipt, inspect, maintain, test and make proper disposition of information and training materials, training devices, simulators, MILES components, related materials and supplies to include reference services. ·Training Aids and Devices Fabrication - design, originate, fabricate, reproduce, identify, file, retrieve and make proper disposition of fabric, paper, wood, plastic, metal, mechanical or electronic models, mockups, targets, manipulative and operable aids and devices, operable transparencies, and two and three dimensional displays and exhibits. ·Training Support Instructions – provide training in the use, care and operation of products, training aids and devices, simulators, MILES and utilization of all TSC products and services, devices utilization, and related component items. Includes all forms of training subject searches with the Army Devices and Mobilization System (ADAMS), Graphic Training Aids, and other available reference material. ·Maintenance and Repair – provide operator and organizational maintenance and repair of all Government-furnished Equipment, devices, products, records, and services to include preventive maintenance, cleaning, inspection, assembly, repair, corrosion control, re-assembly and adjustment. Includes preventive and on going maintenance scheduling and control and maintenance of supporting documentation and reports. AhtnaSTS received this contract in July of 2007 as a sole-source award. AhtnaSTS immediately initiated quality and service improvement plans and turned the Training Support Center operation into a highly efficient and successful organization. AhtnaSTS worked with Government warehouse managers on modernizing the operation, warehouse systems, inventory control systems and physical layouts of the warehouses to improve operations, accountability and customer support. AhtnaSTS employees designed a new material flow, remodeled accounting procedures to facilitate TS-MATS automated accounting, and redesigned the space in the warehouses to recover inefficiently used space. AhtnaSTS currently manages 34,156 square feet of warehouse space with an inventory of 25,959 pieces of equipment with a total value of approximately $20,000,000 at Ft. Richardson. Our Ft. Wainwright TSC is 9,228 square feet and contains 34,976 pieces of equipment with a total value of approximately $36,500,000. For the period of 5/1/2008 through 6/1/2009, AhtnaSTS issued and received approximately 5,000 pieces of equipment. We additionally provided training in the Call For Fire Trainer, Close Combat Aviation (Rotary) Trainer, Marksmanship, Shoot/Do Not Shoot and Collective training to over 5,400 Warfighters. AhtnaSTS continually evaluates and modifies warehouse procedures to improve customer support. We make adjustments as inventory changes and work with the Government to improve operations. Recent improvements include the installation and implementation of a closed-circuit TV system to notify the back personnel, when a customer needs assistance, moving the administrative support person to assist them as necessary and implementing a certification system that identifies individuals (customers) that have been trained on various TADSS equipment and are cleared to be issued materials without having to go through repeat training every time equipment is reissued. We additionally designed and implemented a bar coding system that has automated our inventory control procedures. In September of 2008, we received a Certificate of Appreciation from ATSC TSS for training support in accordance with Combined Arms Training Strategy (CATS) and our TS-MATS reporting requirements that stated "…..your successful Training Support-Material Army wide Tracking System reporting was consistent for twelve months and provided superb support to leaders for use in training which supports CATS in classrooms, maneuver area, and around the world." From inception of the contract to the present day, AhtnaSTS has consistently achieved "Excellent" ratings from our customers in our 4 evaluation areas: Facility Appearance, Staff Attitude, Timeliness of Service and Hours of Service.
