Description of Work:

Ahtna provided management, labor, supervision, management support, transportation, equipment and materials for complete support to the US Army Program Executive Office – Simulation, Training and Instrumentation (PEO STRI) as a Life Cycle Contract Support company.

Ahtna provided support and services for Training Aids, Devices, Simulators and Simulations (TADSS) to include training support for training devices, repair, maintenance, reconfiguration, development, production, installation, de-installation and relocation of devices in support of various CONUS and OCONUS sites Other tasks included supply support that included warehousing services, transportation engineering support, site operational support, and installation of on-site concurrency modifications. Simulator and Simulations support additionally consisted of providing instructions for training, as well as providing reverse engineering services for system upgrades and modifications to meet training scenario needs.

This support service was provided out of eight military installations worldwide to include:

Ft. Sill, OK Ft. Bragg, NC

Ft. Leonard Wood, MO Ft. Bliss, TX

Redstone Arsenal, AL Ft. Polk, LA

GermanyKorea

Ahtna also provided Field Service Engineers to locations supporting Army as well as National Guard throughout the country to effect repairs on training system that were too large for mail-in service. Technicians were available for telephonic assistance to remote sites, to help provide solutions in a timely, cost saving manner.

Ahtna has nine years of experience in providing support and services for large and small, local and remote Training Aids, Devices, Simulators & Simulations (TADSS) and Training Support. This project demonstrates that we have the knowledge, capability and experience in what it takes to support multiple sites from one location through our familiarity with the variety of ways to provide support services – temporary relocation of personnel, mail-in support for smaller locations and experience in the logistics involved to provide those functions. We are able to mobilize and provide surge personnel as required in a very short time frame, providing the most efficient methods in order to minimize the cost to the customer.

This was a Fixed Price Award Fee, with Time and Material Contract. In over 10 award fee evaluation periods, Ahtna maintained an evaluation rating average of 93.4 percent with 4 evaluation periods coming in at over 95%. Our final evaluation period for work done for PEO STRI was 100% "…for the outstanding support provided throughout the entire contract's period, but especially during the phase-out (transition) of this contract. Ahtna's management and staff performed outstandingly in this last award fee period. Indeed, it is worth noting that Ahtna set the example as to how to transition a Government contract. Ahtna ensured that the Government's interest, as well as that of the incoming contractor was well taken care of. ADC's management went the extra mile to ensure a smooth and seamless transition, setting a high standard that their entire work force carried through to the end. These actions provided for a flawless transition. The professionalism Ahtna displayed during this contract speaks volume for their company."

Our CPARS ratings were consistently exceptional. Ahtna was not successful in the Recompete for the contract; however, it is important to note that the Recommendation by the Lead Project Director contained in our final CPARS evaluation contains the following statement: "Given what I know today about the Contractor's ability to execute what they promised in their proposal, I definitely would award to them today given that I had a choice."
